Changchun, September 29 (Xinhua) — On September 27, the first vehicle to cross the Hunchun-Kraskino border crossing under the TIR (Transport International Road) system delivered an ice resurfacing machine to Vladivostok. This event symbolizes the successful opening of two-way TIR vehicle traffic through the Hunchun-Kraskino crossing, as well as the creation of a new, highly efficient logistics corridor between China and Russia.
"After the opening of TIR traffic, everything became much faster; vehicles pass through instantly," said Chinese driver Jin Feng, who transported the aforementioned equipment to Vladivostok in his truck. After leaving the border crossing, delivery to the destination took just four hours, saving one to two days compared to previous transportation times and methods.
TIR is an international system that simplifies the transport of goods between countries. Under this system, cargo is sealed at the starting point of the route and inspected only upon arrival at the destination. At intermediate border crossings, border crossing officers merely verify the TIR carnet data and the customs stamp on the vehicle. This reduces transit time and mitigates potential risks associated with administrative customs procedures and cargo damage. China joined the TIR Convention in July 2016.
"The opening of the Hunchun-Kraskino TIR cross-border corridor is of great significance for expanding the openness of Jilin Province (Northeast China)," said Sun Yehong, acting deputy director of the Jilin Provincial Transportation Bureau.
She noted that, as the province's only road crossing into Russia, the Hunchun crossing is characterized by short customs clearance times and stable operations, as well as lower cross-border transportation costs. The Hunchun crossing is connected to the advanced development areas of Russia's Far East and the free port of Vladivostok, where there is high demand for freight transportation. Furthermore, Hunchun boasts well-developed support infrastructure, including warehousing and processing facilities, and a complete import and processing chain with unique location advantages.
In recent years, Jilin Province has been steadily promoting the development of its TIR freight transport sector. Currently, the province has 17 TIR carnet-holding enterprises, and a stable two-way TIR freight market has emerged, covering such cargo categories as perishable goods, cold-chain products, smart home appliances, auto parts, and more.
"With the support of the Jilin Provincial Transportation Bureau, our company, thanks to its efficient customs clearance and shipping services, has attracted cargo owners and freight forwarders from several provincial-level administrative units across the country to choose Changchun as their TIR departure point," said Lin Mi, CEO of Xinglong International Logistics Company.
According to him, with the opening of the Hunchun-Kraskino TIR cross-border corridor, the transit time for freight routes through the Hunchun border crossing to Vladivostok and back could be reduced by almost 50 percent, which will help attract more cross-border commerce participants to choose this route and facilitate the development of regional transportation via the TIR system.
It has been reported that Jilin Province will also actively plan to establish an international freight collection and distribution center in the future, providing comprehensive services including TIR document issuance, freight collection and distribution, customs brokerage services, and more, thereby creating a logistics hub for international transportation in northeastern China. -0-
