HAIKOU, Sept. 27 (Xinhua) — Authorities in South China's Hainan Province raised their emergency response level from level 4 to level 3 at 8:00 a.m. Saturday as Typhoon Bualoi, the 20th typhoon this year, approaches.
It should be noted that China has a four-tier disaster response system, with the first tier being the highest.
Passenger ferry service across the Qiongzhou Strait was suspended at 9:00 a.m. and is not expected to resume until Sunday evening.
Typhoon Bualoi was raging in the South China Sea at 6:00 a.m. on Saturday, 505 kilometers southeast of Yongxingdao Island in Sansha City, Hainan Province. Maximum wind speeds near its epicenter reached 30 m/s, according to the Hainan Provincial Disaster Prevention, Mitigation, and Relief Committee.
According to forecasters, the tropical cyclone, constantly strengthening, will move in a northwesterly direction at a speed of 35 km/h and by Saturday evening will approach the waters south of Hainan Island and the Xisha Islands, turning into a powerful typhoon.
Between Saturday evening and Monday, Bualoi will bring strong winds and heavy rain to the island province of Hainan and the surrounding waters.
The local meteorological service recommends promptly evacuating people from high-risk areas on the Zhongsha and Xisha Islands, strengthening security measures in areas near tourist attractions on Hainan Island, and working to prevent flooding in cities.
In addition, offshore platforms and vessels operating in the eastern and central parts of the South China Sea are advised to seek shelter from the wind. Ports should be fortified, and management of returning fishing vessels should be strengthened. Other precautionary measures should also be taken.
