At the World Digital Commerce Expo in Hangzhou, Deputy Prime Minister and Chief of Staff of the Russian Government Dmitry Grigorenko met with the head of the Chinese delegation, Vice Chairman of the Standing Committee of the National People's Congress of China Wang Dongming. The central topic of the talks was the further development of the Russian-Chinese partnership, including in the field of artificial intelligence and innovation.
During the meeting, Dmitry Grigorenko emphasized that Russia places particular importance on developing relations with China. Currently, the countries' cooperation is based on the development of an independent financial infrastructure and strengthening industrial and technological sovereignty.
The parties paid special attention to discussing the development and implementation of artificial intelligence as the most promising areas for joint work.
"The potential for Russian-Chinese cooperation in artificial intelligence is enormous. Russia, like China, has its own extensive language models. We also place a strong emphasis on training strong data scientists and are integrating AI technology into public administration and all key economic sectors. Joining forces with our Chinese partners will allow us to build a solid foundation for the creation and development of large-scale projects and strengthen the technological sovereignty of our countries," noted Dmitry Grigorenko.
He emphasized that the implementation of artificial intelligence in Russia is being systematic. Specifically, successful regional practices are being used for implementation at the federal and regional levels. The AI Development Center under the Government was established to select such solutions and coordinate the efforts of government agencies, businesses, and regions in implementing the technology.
The government is also paying special attention to developing data processing and storage infrastructure. The first step in this direction was the creation of transparent regulations for data centers. In collaboration with State Duma deputies, a bill that had been under consideration since 2022 was finalized. The law establishes the status of data centers as communications facilities and provides a clear definition, allowing them to be technologically connected to power grids through a simplified procedure and with preferential tariffs.
At the end of the meeting, the Deputy Prime Minister recalled that the Russian-Chinese working group on the exchange of experience, regulation, and application of AI had already been assembled. Its first meeting was successfully held on September 23 in Chengdu.
The meeting confirmed Russia and China's mutual interest in strengthening strategic cooperation.
