The Moscow government has approved plans to construct three industrial, public, and business infrastructure facilities, which will create over 2,800 jobs. The projects are being implemented through private investment as part of the city's program to stimulate job creation.
In accordance with the order signed by Sergei Sobyanin, it is planned to build:
— a multifunctional high-tech industrial complex with an area of over 100 thousand square meters in the Yuzhnoye Tushino district (35 Svobody Street), which will house small and medium-sized pharmaceutical production facilities, research and development, and engineering companies from various industries;
— a public and business building with an area of over 15 thousand square meters in the Zapadnoye Degunino district (Ilmensky proezd, land plot No. 13/8), where offices and retail facilities will be located;
— an industrial and production facility within an industrial park with an area of approximately 27,000 square meters in the Otradnoye district (Proektiruemy proezd No. 4875), which will house research and production companies and scientific and research organizations.
The Moscow Government approved the Job Creation Incentive Program in 2019 to encourage housing developers to actively build industrial, commercial, social, cultural, and other facilities. Investors who simultaneously create new jobs while building housing receive a tax break on changes to the permitted land use for housing construction.
The program's implementation promotes the comprehensive and balanced development of urban areas. It facilitates the balanced development of new districts, effectively addresses the job shortage in existing neighborhoods, and reduces the scale of commuter migration.
The Moscow government has signed over 150 agreements with investors covering the construction of over seven million square meters of commercial real estate. These include new industrial facilities, office and retail properties, educational, cultural, and sports facilities. Furthermore, over 2.5 trillion rubles will be raised, a significant portion of which will go toward the development of high-tech industry. The employment creation incentive program will create over 320,000 new jobs in virtually all sectors of the city's economy.
As part of the program, 40 facilities were built, creating almost 30,000 new jobs.
