UNITED NATIONS, Sept. 24 (Xinhua) — Chinese Premier Li Qiang on Tuesday pledged to work with all parties to further implement the Global Development Initiative and accelerate the implementation of the UN 2030 Agenda for Sustainable Development to boost global development.

Li Qiang made the statement during a high-level conference on the Global Development Initiative hosted by China at the UN headquarters in New York.

The event was attended by UN Secretary-General António Guterres, President of Kazakhstan Kassym-Jomart Tokayev, President of Iraq Abdel Latif Rashid, President of Angola João Lourenço, Prime Minister of Antigua and Barbuda Gaston Browne, Prime Minister of Pakistan Shahbaz Sharif, Prime Minister of Niger Ali Lamine Zein, as well as ministerial-level officials from more than 30 countries and heads of international organizations.

In his speech, Li Qiang noted that Chinese President Xi Jinping proposed the Global Development Initiative at the 2021 UN General Assembly, focusing on the broadest interests of human society and calling on all parties to adhere to the Six Core Principles, which have played an important guiding role in promoting common development.

More than 130 countries and international organizations have participated in the implementation mechanism of this major initiative, Li Qiang said, describing the initiative as a widely popular international public good.

The Premier of the State Council noted that unilateralism and protectionism are currently on the rise, which has seriously damaged international development cooperation and weakened the momentum of global economic growth.

To address these challenges, he called for continued efforts to focus on development, comprehensively promote development, and join efforts to expand the “development pie.”

First, Li Qiang called for creating a stable and open international development environment, jointly safeguarding the international system with the UN at its core, upholding multilateralism and free trade, and striving to build an open world economy.

Secondly, he called for efforts to establish balanced and inclusive development partnerships, pay more attention to the needs of developing countries, and actively address the problem of unbalanced and inadequate development.

Third, Li Qiang said, efforts must be made to cultivate future-oriented drivers of innovation and development, strengthen international scientific and technological cooperation in innovation, resist the “erection of walls and barriers,” and ensure that innovation and development truly benefit the world as a whole.

Fourth, he called for promoting more sustainable, green and low-carbon development, strengthening global coordination in new energy and other industries, and working together to achieve more sustainable development characterized by harmonious coexistence between humanity and nature.

China, Li Qiang emphasized, will always support and promote common development, take more active actions, and demonstrate due responsibility.

According to Li Qiang, the country will continue to increase its investment in global development, strengthen scientific and technological cooperation to expand global development opportunities, and actively promote the green transformation of global development.

He said that as a responsible large developing country, China will not seek new special and differential treatment in current and future negotiations at the World Trade Organization (WTO).

The Chinese government has put forward the AI International Cooperation Initiative and welcomes the active participation of all parties, Li Qiang said.

China is willing to deepen global development cooperation with all countries based on the Global Development Initiative and jointly create a bright and prosperous future for the world, he added.

Participants expressed support for the four major global initiatives and the Belt and Road Initiative proposed by Xi Jinping, praised the fruitful results of cooperation under the Global Development Initiative and the exemplary and leading role that China plays in the WTO reform process, and welcomed China's new initiative for international cooperation in the field of artificial intelligence (AI).

They noted that China's vision and practice are highly consistent with the purposes and principles of the UN Charter, stressing the need to jointly support multilateralism, reform and improve global governance, promote open and inclusive development, and safeguard the common interests of the international community, particularly countries in the Global South.
