BEIJING, Sept. 23 (Xinhua) — China's skilled labor force has surpassed 200 million, accounting for approximately one-seventh of the country's total population. During the 14th Five-Year Plan period (2021-2025), these skilled workers played a significant role in driving the country's economic and social progress, bolstered by the country's proactive talent development policies.
ENHANCED TRAINING SYSTEM
“My skills are certified by both employers and the government, making them highly sought after and my career path clear,” said Huang Nola, a garment quality inspector in Guangdong Province, southern China.
Huang Nola is one of many who have benefited from an industry-focused training system. In Guangdong Province, authorities invited large companies to participate in worker development programs, ensuring that training was tailored to employer needs. Around 130,000 workers from over 800 companies participated in these enterprise-tailored programs.
Guangdong Province exemplifies national efforts: 2,440 national technical colleges and nearly 29,000 private institutions complement each other across the country, providing training services across a wide range of industries.
In addition to a variety of training providers, China provides subsidies to eligible trainees to encourage skill development. Since 2021, according to official data, more than 92 million workers, including 30 million migrant workers, have received such financial support for skill development.
In this regard, the Ministry of Human Resources and Social Security of the People's Republic of China announced that it will continue the campaign to improve workers' vocational skills and establish a high-quality, employment-oriented and lifelong technical training system.
WIDE CAREER OPPORTUNITIES
"Thanks to the new professional rank system, the glass ceiling I once faced in my career has been shattered. The increased salary has also boosted my morale," said Li Yanxu, a "special-level" technician from Henan Province.
In 2022, China unveiled guidelines establishing a new professional rank system, comprising eight technical ranks—three more than the previous five-tier system. This reform not only expanded the rank hierarchy but also restructured the associated institutional mechanisms regarding employment, pay, and promotion. Companies are encouraged to offer higher salaries to workers with advanced professional skills.
Remarkably, over 6,000 skilled workers have been promoted to the newly added positions of "special-level" and "chief-level" technicians. At state-owned enterprises, these highly skilled workers now receive salaries equal to or even higher than those of senior managers.
Meanwhile, to encourage skills development among workers in new fields, China is identifying new types of occupations and incorporating them into the national professional title system.
From 2021 to 2025, 72 new professions will be officially recognized. This constantly evolving system ensures that workers in new industries are consistently included, valued, and provided with clear career paths.
“These mechanisms help create new drivers for employment, encourage workers to improve their skills, and enable skilled workers to receive both public recognition and tangible benefits,” said a representative of the Ministry of Human Resources and Social Security of China.
MORE PROFESSIONAL SKILLS CHAMPIONSHIPS
“Preparing for and participating in the competition will help me improve my skills, gain more industry knowledge, and prepare for next year’s WorldSkills Competition,” said Qian Mengying, a fashion design student at the Wenzhou Institute of Technology in Zhejiang Province.
Since 2010, the Chinese team has participated in all seven WorldSkills Competitions, winning a total of 93 gold medals. A multi-tiered system of professional skills competitions has been established domestically, including a national professional skills competition, regional competitions, and competitions organized by various industries. Over 10 million people participate annually in professional skills competitions at various levels and in various formats.
These competitions provide workers with platforms for peer learning and raise public awareness of the importance of upskilling and training, noted a representative of the Ministry of Human Resources and Social Security of China.
