UNITED NATIONS, Sept. 23 (Xinhua) — Representatives of United Nations member states, including some 150 heads of state and government, will take turns at the podium of the UN General Assembly (UNGA) to express their positions on global issues during the general debate that began Tuesday.

In his address to the UN General Assembly, UN Secretary-General António Guterres stated that the world “has entered an era of reckless destruction and relentless human suffering,” in which the principles of the UN are “under siege,” and the pillars of peace and progress “are buckling under the weight of impunity, inequality and indifference.”

Noting that the world is becoming increasingly multipolar, A. Guterres also emphasized that multipolarity without effective multilateral institutions is fraught with chaos.

"The elections before us are not part of an ideological dispute. They are a matter of life and death for millions," he said, adding that peace based on international law is humanity's first duty.

The UN Secretary-General noted that “human rights are not decorations for the world, but its fundamental foundation,” and stated that these rights – social, economic, political, civil and cultural – are universal, indivisible and interdependent.

He said that “we have the solutions and the tools,” but that implementing the above-mentioned rights within the framework of the joint Sustainable Development Goals roadmap requires funding, while cutting aid is causing serious harm.
