In 2025, half a billion rubles will be allocated to subsidize loans for construction companies building housing in small towns. Prime Minister Mikhail Mishustin signed the corresponding order.

This applies to developers working under the project-based financing mechanism for housing construction. Federal funds will provide them with preferential loans at a 12% annual interest rate. To qualify, they must have a project for the construction of new housing in cities or towns with a population of up to 100,000, and use escrow accounts to attract funds from equity holders. DOM.RF, a public joint-stock company, has been designated as the program operator.

In 2025, companies constructing 390,000 square meters of housing, scheduled for completion in 2026, will be able to take advantage of preferential loans. Additionally, an additional 1.1 billion rubles are planned to be allocated to subsidize loans for construction companies in 2026 and 2027.
