Deputy Prime Minister Marat Khusnullin held a meeting of the presidium (headquarters) of the Government Commission on Regional Development. Participants discussed preliminary results of work within the framework of the national project "Infrastructure for Life", issues of cash execution under programs, and also considered the next applications for financing projects with the involvement of funds from treasury infrastructure loans (TIL).
"The construction industry faces an important task of ensuring the availability of housing throughout the country, especially in key settlements, and linking this with the Spatial Development Strategy and master plans. In addition to maintaining the high rate of commissioning of multi-apartment and individual housing, it is important to continue working more actively to involve unused land plots into circulation, as well as to increase urban development potential. I ask the regions to more actively join these tasks. In general, the implementation of key indicators across the country is proceeding as usual. The Saratov and Penza regions, Perm Krai, the Republic of Tatarstan, Adygea, Buryatia, and the Chechen Republic consistently maintain high positions and are among the leaders in traffic lights. We see positive dynamics in road activities. Since the beginning of the year, almost 4 thousand km of regional and local roads have been commissioned, which is 676 km more than last year. 45 regions in the “green” zone, including Belgorod, Kaliningrad, Penza regions, the city of Sevastopol and the Republic of Mari El, have fulfilled the road paving plan,” said Marat Khusnullin.
In his report, Minister of Construction and Housing and Public Utilities Irek Faizullin spoke about the systemic work of the Russian Ministry of Construction to reduce the procedures of the investment and construction cycle, about the measures taken to prevent the growth of prices for construction resources and about the applications received from the regions to participate in the selection of infrastructure projects to receive treasury infrastructure loans for their implementation.
"To measure the duration of the investment and construction cycle, the Russian Ministry of Construction has introduced a monitoring system that allows for quarterly measurement of actual construction periods. Regions are developing and implementing comprehensive plans to reduce the procedures of the investment and construction cycle. The Russian Ministry of Construction has studied international experience, translated national standards of the People's Republic of China, which are planned to be included in the federal register by the end of the year," said Irek Faizullin.
During the meeting, the presidium of the government commission reviewed applications for treasury infrastructure loans. The curator of the CIC program is the Ministry of Construction of Russia, the operator is the public-law company "Fund for Development of Territories".
"All projects approved under the treasury infrastructure loans are important for the comprehensive development of regions and improving the standard of living of Russians. Most of the projects, after completion of the work, will help provide local residents with high-quality utilities, improve transport accessibility and the environment. A number of projects will be implemented in key settlements. Today, the headquarters approved 13 projects, including 28 objects in the Khabarovsk, Kamchatka, Zabaikalsky Krais, Ivanovo, Novgorod Regions, the Republics of Sakha (Yakutia) and Buryatia, for a total of 14.67 billion rubles. The projects will be provided within the limits for the modernization of housing and communal services, for the development of the Far Eastern Federal District and the Arctic, and for the implementation of large infrastructure projects on behalf of the President of Russia. In addition, within the framework of the competitive selection, 5 investment projects were considered in the Kaliningrad, Voronezh and Amur regions, Zabaikalsky Krai for a total CIC amount of about 16.9 billion rubles and, thus, the final list of 20 projects in 17 regions was approved. The total CIC amount for projects under the competition within the first stage amounted to about 77 billion rubles. The regional teams are now faced with the task of implementing the planned projects on time, because this determines how life in our regions will change in the coming years," noted Marat Khusnullin.
In particular, a treasury infrastructure loan in the amount of 2.68 billion rubles will be allocated for the construction of a water supply and sanitation system in Khabarovsk Krai.
869.18 million rubles will be allocated for the construction of 3 gas boiler houses and major repairs of intra-block heating networks in the territory of supporting settlements in the Republic of Sakha (Yakutia).
In the Republic of Buryatia, a KIK in the amount of 838.59 million rubles was approved for the construction of a water pipeline, major repairs of sewer collectors and heating networks in Ulan-Ude, and the modernization of two heat distribution systems in small settlements.
In the Ivanovo region, 775.86 million rubles will be allocated for the major repairs of the 876 m long sewer main in Ivanovo.
In Kamchatka Krai, 363 million rubles of KIK have been approved for the construction of a sewage pumping station with the construction of water drainage networks for more than 17 thousand residents in the city of Elizovo.
In the Novgorod Region, the approved funds of the CIC in the amount of 6.49 billion rubles are planned to be used for the construction of a 682 km section of the Moscow-St. Petersburg high-speed railway, as well as for the construction of water supply and sanitation networks, including for prospective residential development.
Also, 2.65 billion rubles of KIC will be directed to the implementation of 5 projects under the long-term plans of the Far Eastern Federal District in the Trans-Baikal Territory, where it is planned to build the Siberian and Smolensk water intakes, improve the embankment of the Chita River, and build and reconstruct heat, water supply and sanitation networks for 69 thousand people.
As part of the competitive selection, the headquarters considered 5 projects in the Kaliningrad, Voronezh and Amur regions, and the Trans-Baikal Territory for a total CIC amount of approximately 16.9 billion rubles.
In the Amur Region, it is planned to allocate 382.59 million rubles of KIK for the reconstruction of a section of the regional highway with a length of just over 1 km, which will also provide improved transport accessibility to the Golden Mile.
In the Kaliningrad region, KIK funds in the amount of 11.45 billion rubles will be directed to the modernization of the public utility infrastructure for the integrated resort "White Dune", as well as the construction of the Zelenogradsk – Pionersky resort automobile overpass.
In the Voronezh region, with the involvement of 1.52 billion rubles, KIK is implementing a project to create public infrastructure facilities for the Maslovsky-2 industrial park.
In the Zabaikalsky Krai, as part of a competitive selection, KIK will allocate 3.56 billion rubles to provide engineering infrastructure for a future world-class university campus.
