BEIJING, Sept. 11 (Xinhua) — China will introduce a national child care subsidy system from this year as part of efforts to improve the childbearing support system and promote high-quality population development, Lei Haichao, head of the National Health Commission, said Thursday.
As of Wednesday, more than 80 percent of eligible applicants had completed registration through online and offline channels, he said at a press conference introducing China's progress in healthcare during the 14th Five-Year Plan period (2021-2025).
According to a plan released earlier by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, from January 1 this year, Chinese families will receive an annual childcare subsidy of 3,600 yuan (about US$506.8) for each child – whether first, second or third – until they reach the age of 3.
Over the past five years, economic support for child care has been expanded in many aspects. Child care and upbringing for children under 3 years old has been included in the additional deductions from individual income tax, and the deduction threshold has been raised from 1,000 yuan per child per month to 2,000 yuan, said Guo Yanhong, deputy head of the NRC.
She added that all provincial-level administrative units in China now include assisted reproductive technology projects in the reimbursement program for services provided under medical insurance, along with other measures such as free pre-school education and housing support.
According to her, the rate of regular check-ups for pregnant women, women in labor and newborns across the country remains above 90 percent. The Chinese official noted that comprehensive services in the entire process of childbirth have been improved, including the mechanism for screening high-risk pregnancy and special treatment for high-risk pregnant women and women in labor.
