Deputy Prime Minister Dmitry Chernyshenko took part in the plenary session “Demography 2.0. Reboot” as part of the Forum of Social Innovations of the Regions, which is being held in Moscow from September 11 to 13.

The Deputy Prime Minister emphasized that President Vladimir Putin defined the realization of each person's potential, the development of their talents, and the education of a patriotic and socially responsible person as one of the national goals. Its achievement is facilitated by the national project "Youth and Children".
"We understand that it is impossible to raise a harmoniously developed personality without family values. According to a survey by the Ministry of Education and Science and VTsIOM, 68% of Russian students are confident that starting a family, having and raising children is the most important, necessary goal of a person. Our task is to create conditions for this. The majority of respondents plan to have children – 72%," the Deputy Prime Minister noted.
He added that the development of scientific, technological and educational spheres, youth policy activities help to overcome barriers that worry young people: financial and housing conditions for supporting a family, as well as combining work with raising children.
Thus, over the past 5 years, about 1.7 thousand kindergartens and more than 1.6 thousand schools have been built in the country, and about 5 thousand schools have been renovated, which has made it possible to increase the availability of preschool education and eliminate the third shift in schools.
The Deputy Prime Minister noted the importance of developing children's recreation infrastructure. This summer, about 40 thousand children's camps were operating, in which about 6 million people rested. One of the key tasks for this year is the development of regional resource centers for children's recreation. The annual funding volume for the program to modernize the infrastructure of children's camps has been increased from 2 billion to 3 billion rubles.
Dmitry Chernyshenko emphasized that thanks to the initiative and personal participation of Valentina Matvienko, the program for the construction of prefabricated buildings is being implemented. By the end of this year, 255 residential modules for 12.5 thousand places will be built, and 98 facilities, including canteens and medical centers, will be renovated.
The Deputy Prime Minister spoke about expanding the availability of secondary vocational education (SVE). In 2025, 62% of ninth-graders will continue their education in colleges. This year, Moscow became one of three pilot regions where the law on expanding the availability of SVE is being implemented.
The higher education system has also reached an unprecedented level of accessibility: since 2020, the number of budget places has increased by almost 45 thousand, with about 73% of them being in regional universities.
Thanks to the support of Valentina Matvienko, the first All-Russian Festival of Student Families was held in July of this year, where support measures were discussed in detail.
