Voting on elections of regional heads, which the capital will organize for voters from other subjects of the Russian Federation from September 12 to 14, will be reliably protected. When conducting electronic voting, the main technology is blockchain. It is responsible for the decentralized storage of digital information in the form of a chain of blocks. Blocks are collected from transactions – service information about user actions on terminals, as well as the votes themselves, and are sequentially connected by unique digital fingerprints. Thanks to this, it is impossible to put unnecessary data and votes in the blockchain. In addition, the chain of blocks is stored on several computers in the network at once, so it is also impossible to delete any recorded information from it.
An electronic list of voters will be used in the regional elections in the capital, formed on the basis of data from the State Automated System of the Russian Federation "Elections". It will include data from those who submitted an application to vote in Moscow up to and including September 8 and did not withdraw the approved application. On election days, marks will appear here in real time that the voter has received a ballot – this will eliminate double voting. In order to put such a mark, the system will find a person in the list by his passport data, which is recognized after scanning the document on the terminal. Such automation guarantees that no one will be able to vote instead of a namesake or a person from the next line of the list.
Electronic voting also uses a special service — an anonymizer. It completely depersonalizes the user's actions and the vote itself, eliminating the possibility of identifying its owner. The voter enters the anonymous zone when he or she gains access to the digital ballot on the terminal. The ballot itself does not contain personal or service data and is not saved anywhere after pressing the "Vote" button.
The secrecy of the vote is guaranteed by a multi-level encryption system. Before the elections, encryption and decryption keys will be created. With the help of the first, each vote will be coded at the moment when the voter finishes voting on the terminal. Thanks to this, no one will be able to find out for whom they were cast until the end of the vote reception. The decryption key will be stored in parts by different people until the election results are summed up. It will be combined and applied to the votes in the blockchain only after the end of the voting.
14 extraterritorial polling stations will open in different areas of the capital in the My Documents public service centers, the metro and other city sites. They will operate on September 12, 13 and 14 from 08:00 to 20:00. All voting addresses can be found on special page mos.ru.
Adult voters from the Arkhangelsk, Bryansk, Irkutsk, Kaluga, Kostroma, Kursk, Leningrad, Novgorod, Orenburg, Rostov, Sverdlovsk and Tambov regions, the Jewish Autonomous Region, Kamchatka, Krasnodar and Perm Krai, the Komi Republic, the Chuvash Republic and Sevastopol will be able to vote at polling stations in the capital.
