Moscow has created a modern digital ecosystem that helps citizens receive social support services quickly and conveniently. Since 2021 in the capital Department of Labor and Social Protection of the Population a single reference service is in operation: 7 495 870-44-44. It was created on the basis of the citywide contact center. Since the beginning of 2025, operators have received 1.2 million calls – a total of 6.3 million requests have been received during the period of operation. City residents are most often interested in social support measures and participation in the Moscow Longevity project. Muscovites with hearing impairments can use the "Speak with your hands" service. Its sign language interpreters help to obtain information about social services, if necessary – call emergency services, including ambulances, police and the Ministry of Emergency Situations, and also organize remote sign language interpretation when contacting city institutions and departments.
The Moscow City Social Treasury has become the first single center in the country to process applications for support measures for all categories of city residents. Today, the institution's specialists make decisions on more than 100 types of services.
The Moscow Social Treasury has implemented the “without leaving home” principle: most social support measures can be applied for online, and all consultations can be received remotely.
This format became possible thanks to the multifunctional contact center. Specialists process from three to five thousand requests per day. Since the beginning of 2025, operators have received almost half a million calls, including more than 80 thousand requests for a call back and almost three thousand video consultations. The Coordination Center for Inpatient Social Services helps Muscovites get all the necessary information about the work of social homes and gerontological centers. The 24-hour hotline at 7 495 276-11-55 is a one-stop shop for consultations. Most often, city residents ask questions about the list of services provided, the documents required for registration in the inpatient facility, as well as about the possibilities of receiving support for those who cannot care for their loved ones on their own.
You can apply for home or inpatient care through the mos.ru portal or at My Documents offices. The city also has a project called School of Native Care and a simulation center, where they teach the basics of professional care for the elderly and people with disabilities.
The Center for Innovative Personnel Services "Professions of the Future" helps Moscow residents choose a professional path, undergo training and find a job regardless of age. It offers 75 short educational programs from leading providers – they can be mastered in just 3.5 months. The center supports Muscovites at every stage – from choosing a direction to obtaining a new in-demand profession.
There is a special comprehensive career guidance program for ninth-graders. Teenagers undergo career testing, get acquainted with digital technologies, attend an immersive tour with a 5D cinema, work with VR simulators and meet with representatives of Moscow colleges. The program helps schoolchildren consciously choose a profession and decide on a learning path.

The employment center "My work" offers beginning entrepreneurs comprehensive support in creating their own business. Here they help to determine entrepreneurial abilities, develop a business plan, register, as well as find the first clients and build a product promotion strategy.

The Resource Center for the Disabled provides support to Muscovites, providing them with the necessary technical rehabilitation equipment (TRE). Specialists help with applications for absorbent underwear and provide advice on other issues. Crisis Center for Women and Children— the only state institution in Moscow that has been providing assistance to victims of domestic violence for 11 years.
