Moscow Mayor Sergei Sobyanin and Acting Governor of Kursk Oblast Alexander Khinshtein signed an agreement on trade, economic, scientific, technical and cultural cooperation between the two regions for the next five years.
"A friend in need is a friend indeed. Muscovites responded very sensitively to the tragedy that occurred in the Kursk Region and provided its residents with all possible support. Assistance from city residents and the Moscow Government continues to this day," Sergei Sobyanin noted in his speech.
In response, Alexander Khinshtein thanked Moscow for the comprehensive nature of its assistance and expressed confidence that the agreement signed today would be an important step in developing cooperation between the two regions.
The cooperation agreement between the Government of Moscow and the Kursk Region develops the provisions of the previous bilateral document signed in 2015 and provides for deepening integration and strengthening ties in such areas as transport, information and communication technologies, industry, the agro-industrial complex, trade and services, architecture and construction, housing and utilities, improvement of urban areas and public spaces, healthcare, education, science, culture, archiving, tourism and sports, environmental protection, family and youth policy, social protection and promotion of employment, interaction with socially oriented non-profit organizations and others.
Kursk Region is a reliable trade and economic partner of Moscow. The region's enterprises regularly participate in the implementation of the capital's state order. In 2022-2025, they concluded over 2.6 thousand contracts for a total of about 1.8 billion rubles, of which 685 contracts (more than 25 percent) for 98.5 million rubles (5.5 percent) were for small-volume purchases.
Food producers from Kursk region take part in interregional fairs held in the capital.
Healthcare ties play a major role in bilateral cooperation. In 2024–2025, about 1,300 residents of the Kursk region received treatment in Moscow city hospitals.
In August 2024, Moscow provided assistance to residents of the Kursk region who were forced to leave their homes due to the invasion of Ukrainian troops into the region. In the territory of six municipalities of the Kursk region (five districts and the city of Zheleznogorsk), the Moscow Government deployed 36 temporary accommodation points with a total capacity of up to 20 thousand people. A number of measures were also implemented to ensure the security of the region and protection from UAV attacks.
