On the platform "Electronic House" Moscow residents can quickly and conveniently discuss with their neighbors key issues of apartment building management and everyday topics — from yard improvement and major repairs to purchasing a New Year tree. Now there is no need to go around apartments and collect residents' opinions — it is enough to conduct a survey on the platform. And if a decision needs to be made, you can initiate a general meeting of owners (GMO). Both types of voting are available in special sectionportal.
Since the beginning of the year, more than 4.8 thousand surveys and over 4.4 thousand general meetings of owners have been conducted in apartment buildings in the capital, and in total, the platform has held more than 23 thousand OSS and 20 thousand surveys.
General meetings of owners: online format and new topics
Since March 1, Electronic House has become one of two information systems (along with the federal one), where Muscovites can hold general meetings of owners online. Popular topics this year were the connection of smart video intercoms and installation of barriers, increasing the comfort and safety of homes and yards. City residents also voted for parcel terminals in entryways, deadlines for major repairs, the transition to direct contracts with resource supplying organizations, and decided other issues.
The owners of premises in the building or the management company can initiate a general meeting of owners. To do this, you need to add and confirm the property address in the "My Home" section of the "Electronic Home" platform. If necessary, the right of ownership can be confirmed in the "Real Estate" section of the "Documents and Data" tab on the mos.ru website. Consideration of the application for holding a meeting will take up to five working days. If the agenda does not comply with the Housing Code of the Russian Federation, the employees of the "Electronic Home" platform will help the initiator: they will discuss the nuances by phone or email, and then send an email with recommendations for adjusting the application, changing or adding agenda items.
Only owners can participate in the general meeting of owners. If one of them does not want or cannot vote online, the decision can be submitted to the meeting administrator on a paper form. All OSS on the platform are transparent. Their results are presented in the tab "Owner surveys and meetings". If the administrator has uploaded a paper ballot with the owner's vote to the system, he can view it on the platform and check his vote. Surveys: Everyday initiatives and unusual ideas
Regular surveys help to find out the opinions of neighbors, receive support and collect feedback. This year, Muscovites most often discussed in advance the organization of general meetings of owners in buildings, major repairs and conservation of garbage chutes, as well as the installation of barriers and the organization of video surveillance. In addition, residents assessed the work of concierges and management organizations, chose a senior house manager and planned the development of the adjacent territory.

In surveys, Muscovites raise not only everyday, but also spiritual and moral issues related to preserving the memory of generations. Both owners and residents with permanent registration at the address can create surveys. The functions are also available to users with basic or advanced guest access.
The review of a survey application in the system also takes up to five business days, and the decision is sent to the initiator via the email specified in the profile. Moderators may reject a survey publication application if it does not comply with the rules specified in regulatory documents. For example, if the application duplicates questions from ongoing or planned surveys, contains errors and inaccuracies in the wording, and if the survey topic does not concern the life of an apartment building and the improvement of the adjacent territory.
One survey can include up to 30 questions, offering up to 10 answer options for each. Residents who are included in the audience by the initiator will be able to share their opinions; they will receive a notification about the start in the "Important" section. Surveys are a transparent tool: residents see the apartment number and the name of the initiator. Intermediate results are available to survey participants, and the final percentage distribution of votes is available to all residents and owners of the building.
