On the instructions of the President, the "Zemsky Trainer" program will be launched in the Far Eastern and Central Federal Districts in 2025, and in all regions of Russia from 2026. Within its framework, workers in the field of physical culture and sports who have moved to work in small settlements with a population of up to 50 thousand people will be able to receive one-time compensation payments in the amount of 1 million to 2 million rubles.
By a decree signed by Prime Minister Mikhail Mishustin, the necessary changes for this were made to the state program “Development of Physical Culture and Sports.”
According to the document, specialists with higher or secondary vocational education will be able to receive state support. To do this, they must sign a full-time contract with a physical education and sports organization, committing to work there for at least five years.
If the settlements are located in the Far East and in the new regions, the lump sum payment will be 2 million rubles. For other regions – 1 million rubles.
An order on the distribution of subsidies to regions of the Far Eastern and Central Federal Districts for the implementation of this program in 2025 is also being prepared for signing.
The head of state instructed the Government to take measures aimed at implementing the Zemsky Trainer program following a meeting of the Presidential Council for the Development of Physical Culture and Sports in 2024.
Mikhail Mishustin announced the decision taken on September 1 during a visit to the Lopatinskaya Secondary Comprehensive School in the Kaluga Region.
