Li Yan, a junior research fellow at the China Institute of International Studies, published an article in the Tianjin Daily on August 20, stating that the SCO's comprehensive humanitarian cooperation has contributed to strengthening friendly ties between peoples.
The content of exchanges and cooperation in the humanitarian sphere of the SCO countries is very extensive. It covers culture, art, education, science, technology, health care, tourism, sports, mass media, women, youth and other aspects that are closely related to people's lives. The "Agreement between the governments of the member states of the Shanghai Cooperation Organization on cooperation in the field of culture" signed in August 2007 is the main legal document for humanitarian cooperation. Based on this Agreement, specific action plans have been developed.
The SCO has held such popular brand projects as the Year of Culture, the Year of Tourism, the Year of Ecology, the Culinary Festival, the Film Festival, the Youth Festival, as well as various special projects such as the SCO Cultural and Tourism Capital, the SCO International Marathon, and the SCO Business Incubator International Youth Acceleration Program. The SCO University was established, and joint work on the protection of archaeological and cultural heritage and restoration was organized. Mechanisms for exchange between think tanks, such as the SCO Forum and the SCO Consortium of Economic Think Tanks, have been created, which actively promotes mutual understanding and rapprochement between the peoples of different countries. Many SCO countries have introduced a visa-free regime among themselves, which has made the movement of people more convenient, and exchanges in business, tourism, and culture closer.
