The meeting of the Council for the Protection of Russia's National Interests in the Arctic of the Maritime Collegium of the Russian Federation was chaired by Presidential Aide Nikolai Patrushev and Deputy Prime Minister – Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev. The issues of navigation safety in the waters of the Northern Sea Route were discussed.
"Today we are holding another meeting of the Council of the Maritime Board of the Russian Federation for the protection of Russia's national interests in the Arctic. We will consider the issue of ensuring safety in the waters of the Northern Sea Route and the development of emergency rescue infrastructure in the Arctic zone of the Russian Federation. For our country, the Arctic region has always had special economic, scientific, cultural and political significance. Rational development of the Arctic's natural resources, infrastructure development of the region, turning the Northern Sea Route into a safe year-round and competitive national transport communication – these are the key priorities of the national maritime policy," Nikolai Patrushev opened the meeting.
"The Northern Sea Route forms the strategic superiority of the Russian Federation. It not only connects the Asia-Pacific region with the European part of the continent, but also provides important solutions for the security of our country. The actions of the Government of the Russian Federation, all government bodies and economic structures are defined by the President of Russia in the Fundamentals of State Policy of Russia in the Arctic and the Strategy for the Development of the Arctic Zone of the Russian Federation. In accordance with the instruction of the President of Russia, a plan for the development of the Northern Sea Route until 2035 is being developed and implemented. It is the analysis of the implementation of this plan that is the main goal of our meeting today," said Yuri Trutnev.
The meeting considered issues related to ensuring navigation in the waters of the Northern Sea Route and the development of emergency rescue infrastructure in the Arctic zone of Russia, and developed additional measures for the development of the emergency rescue fleet, its bases, the creation of navigation equipment and aviation support.
To develop the transport corridor, it is necessary to build three Arctic emergency rescue centers – in Sabetta, Tiksi and Dikson, where specialists from the Ministry of Emergency Situations and the Federal Medical and Biological Agency will be on duty, ensure the construction of berthing and airfield infrastructure in the immediate vicinity of these centers, and equip the centers with 9 helicopters. To ensure communication and control over the ice situation, it is necessary to launch 4 communication satellites, 4 hydrometeorological monitoring satellites and 4 radar observation satellites into orbit. To ensure the safety of the NSR, it is necessary to introduce at least 42 emergency rescue vessels, equip nuclear icebreakers with emergency rescue readiness equipment, and build another hydrographic fleet vessel.
"Each of these tasks has a deadline for implementation and responsible federal executive bodies. Accordingly, these actions must be carried out. If for some reason this does not happen and this affects the implementation of our country's strategic tasks, we must look for the reasons, look for where the chain is broken, and, perhaps, simply find other people who are able to carry out this work," emphasized Yuri Trutnev.
The participants of the meeting placed special emphasis on interdepartmental cooperation in the field of ensuring navigation safety. Tasks were set aimed at ensuring navigation safety in the waters of the Transarctic Transport Corridor, including the waters of the Northern Sea Route.
