BISHKEK, Aug. 27 (Xinhua) — The "Shanghai spirit" on which the Shanghai Cooperation Organization (SCO) operates has transformed into a serious, holistic concept of international relations, Sheradil Baktygulov, director of the Kyrgyz Institute of World Politics, said in an interview with Xinhua.
According to him, within the SCO, the voice of a small state is as important and valuable as the voice of a major power. “This is the main achievement of the “Shanghai spirit” and an innovation that has been introduced into international relations in the modern world,” the expert noted. It is clear that China, being one of the largest states in the world, treats the opinions of other states very carefully and with great respect, he added.
Over more than 20 years of development, the SCO has become a large “family” that encompasses 26 countries in Asia, Europe and Africa. Its “circle of friends” is becoming wider and wider, the agency’s interlocutor said.
"There is no bloc thinking in the SCO. There is no country or group of countries in the organization that dominates and dictates its conditions to other countries… These SCO principles are the basis of good-neighborly relations and friendship between countries," emphasized Sh. Baktygulov. This situation attracts more and more countries to the SCO, he believes.
The SCO is an important platform for the joint construction of the "Belt and Road", the political scientist said. As Sh. Baktygulov noted, the Chinese initiative "Belt and Road" fits perfectly into the concept of the organization's activities.
"When we talk about the role of the SCO in implementing the Belt and Road Initiative, we are talking about the fact that the SCO is one of the most authoritative and well-developed structures that coordinate our joint efforts to use the opportunities provided by this initiative. The decisions that are made within the SCO contribute to the implementation of the Belt and Road Initiative," he believes.
According to the expert, the SCO is a model for the development of international relations. “The SCO, by its example, shows other countries of the Global South, regional organizations, how to successfully cooperate without pressure and coercion, without aggressive management methods, based on voluntary expression of will,” the political scientist said.
The SCO summit will be held in the Chinese city of Tianjin from August 31 to September 1. Sh. Baktygulov noted that the summit is being held in an expanded format, and its importance stems from the agenda, which is being formed due to global turbulence. “Of course, the decisions of the summit and those that will be announced by the leaders of the SCO member states will be of great importance,” the expert added. –0–
