On capital portal of suppliers Individuals now have the opportunity to sign offers electronically thanks to integration with the Gosklyuch mobile application. This was reported by the head of the Moscow City Department for Competition Policy Kirill Purtov.
"Interaction between entrepreneurs and government customers is becoming increasingly transparent and secure due to the high level of digitalization of processes on the supplier portal. Now individuals working on the platform can sign offers using Gosklyuch, a special smartphone application that allows signing electronic documents. Thanks to this, they can even sign price offers for the supply of their goods, works or services from mobile devices, which are then posted in the portal catalog. This innovation not only simplifies the work process, but also increases the level of trust between counterparties: a signature in the application has the same legal force as a handwritten one. In the future, we plan to expand the use of Gosklyuch for signing other important documents on the platform by individuals, including contracts," said Kirill Purtov.
If previously individuals needed a computer and an enhanced qualified electronic signature issued by a certification authority to sign an offer, now to obtain such a certificate it is enough to download a free mobile application.
Another advantage of implementing the Gosklyuch functions is strengthening the information security of users. The application will protect data and prevent fraudulent actions.
There are 24 hours to sign the offer in Gosklyuch, the deadline is additionally displayed on the supplier portal in a pop-up notification. Detailed instructions for installing the application and working in it can be found at public services portal.
Suppliers portal was created in 2013 to automate small-volume purchases. Currently, more than 60 thousand customers from 42 regions of Russia and over 380 thousand entrepreneurs across the country work on the platform. The list of goods, works and services offered by businessmen includes more than 3.2 million unique items. About 1.5 thousand contracts are concluded there daily.
As noted in the capital Department of Information Technology, the portal continues to develop for the convenience of users and to ensure the reliability of the operations. Convenient services allow small businesses and individuals working on the resource to optimize their labor and time resources: for example, when filling out a new product card, the neural network determines its category based on the uploaded image and finds matches between similar offers, and with the help of the built-in API service, suppliers can download the entire catalog or part of it to analyze products and develop a purchasing strategy. To optimize the process of participation in quotation sessions, the portal has an automatic bid bot. Thanks to it, suppliers can simultaneously participate in several mini-auctions.
The functional customer of the portal is the capital Department of Competition Policy, and its technical development is supervised by the Department of Information Technology of the City of Moscow.
