BEIJING, Aug. 24 (Xinhua) — A delegation from northeast China's Heilongjiang Province, led by Liang Huiling, chairman of the provincial government, visited Russia from Aug. 19 to 22 to deepen practical cooperation with Russian regions and build and strengthen a new platform for China's opening up to the north.
According to the official website of the Heilongjiang Provincial People's Government, Liang Huiling held working meetings with the relevant leaders in the St. Petersburg City Administration, the Primorsky Krai Administration and the Amur Region Administration. Liang Huiling said that Heilongjiang Province is ready to work with the Russian side, guided by the important agreements of the leaders of the two countries and the Chinese-Russian joint statements, to strengthen intergovernmental ties, deepen cooperation in the fields of economy, trade, science, technology, culture and education, promote the interconnectedness of cross-border infrastructure and jointly advance the transition of practical cooperation to a new level.
The Russian side expressed hope that under the strategic leadership of the leaders of the two countries, the traditional friendship between the regions will be strengthened, cooperation in trade, investment, modern agriculture and other areas will be enhanced to achieve complementary and mutually beneficial development.
During the visit, Liang Huiling also held meetings with the heads of relevant Russian enterprises. She noted that China has a super-large market, which provides ample opportunities for the development of foreign enterprises. Heilongjiang comprehensively promotes the development of trade, investment, transportation corridors and platforms, paying special attention to the formation of a first-class internationalized business environment that ensures compliance with market principles and the rule of law.
She expressed the hope that Russian enterprises operating in Heilongjiang would increase investment in technological innovation, actively develop new products and explore new markets, and continuously strengthen, improve and expand their businesses. She also welcomed more Russian enterprises to invest and locate their assets in Heilongjiang Province to share development opportunities.
During the visit to Vladivostok, a symposium of Heilongjiang entrepreneurs working in Russia was held. Liang Huiling thanked the entrepreneurs for their contribution to deepening cooperation between Heilongjiang Province and Russia, and called on them to take advantage of the trend of open development, deepen work in the Russian market, improve the core business and strengthen the real economy, and promote the development of Heilongjiang Province's economy and trade with Russia on a larger scale, in a wider area and at a higher level.
Liang Huiling also visited St. Petersburg State University, St. Petersburg State Conservatory named after N.A. Rimsky-Korsakov and the Confucius Institute at Blagoveshchensk State Pedagogical University, where she held talks with relevant leaders, expressing hope for deepening educational cooperation with the Russian side, exchanging experience in reforms in higher education, promoting joint scientific innovation and personnel training, expanding the scale of student exchanges and raising the level of joint education. -0-
