BEIJING, Aug. 23 (Xinhua) — Chinese authorities recently issued a set of temporary regulations aimed at strengthening supervision and management of the mining, smelting and extraction of rare earth metals.
The document was jointly published by the Ministry of Industry and Information Technology, the National Development and Reform Commission and the Ministry of Natural Resources of China.
According to the rules, the authorities will set annual quotas for the mining, smelting and extraction of rare earth elements and then distribute these quotas to relevant enterprises based on factors such as the development goals of the national economy, the reserves of rare earth resources in the country and the differences in their types, the development of the rare earth industry, environmental protection, market demand, etc.
These enterprises will be required to mine, smelt and extract rare earth metals within the approved quotas, while strictly observing laws and administrative regulations.
Rare earth element producers will be required to conscientiously record product flow information and upload the data to an appropriate tracking information system, the rules say.
Local authorities are urged to strengthen supervision and inspection of the quota compliance situation and to crack down on violations in accordance with the law.
The list of rare earth metals includes 17 elements that are widely used in the production of high-tech products, from flat-screen TVs to lasers and hybrid cars. -0-
