The government has approved an action plan for the implementation of the Concept of the state system for combating crimes committed using information and communication technologies. The corresponding order has been signed.

The document includes a set of measures to improve legislation, technical counteraction to intruders and increase the digital literacy of the population. Work on preparing anti-fraud measures is carried out under the supervision of Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

"The government is systematically strengthening measures to protect citizens from fraudsters. A set of 30 priority measures has already been adopted and is being implemented, and a law on criminal liability for droppers has come into force. The approved plan is another step in creating an effective system to combat telephone and Internet fraudsters. It synchronizes the work of all departments to achieve a common goal – the formation of a comfortable and safe digital environment," said Dmitry Grigorenko.

The key areas of the plan include improving legislation and interdepartmental cooperation. In particular, the issue of establishing the obligation of telecom operators, Internet providers, information dissemination organizers and other structures to notify law enforcement agencies of cases of identifying signs of crimes committed using digital technologies will be worked out. This work will be carried out by the Ministry of Internal Affairs, the Ministry of Digital Development, the FSB and Roskomnadzor in cooperation with the Prosecutor General's Office and the Investigative Committee. Based on its results, in the third quarter of 2027, the Government may come up with an initiative to change the current legislation.

By the same date, the Ministry of Internal Affairs, the Ministry of Digital Development, the Ministry of Economic Development, the FSB and Roskomnadzor, with the assistance of the Prosecutor General's Office, will submit proposals to increase liability for violating legislation in the field of personal data. Thus, it is proposed to increase the statute of limitations for bringing to administrative liability for such offenses.

The concept pays considerable attention to the prevention of offenses and crimes committed using Internet technologies. Activities related to this area are also presented in the plan for its implementation. The Ministry of Digital Development, the Ministry of Culture, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Education, the Ministry of Internal Affairs and the Bank of Russia are instructed to carry out activities on an ongoing basis to improve the digital and financial literacy of citizens, their awareness of the methods of committing crimes and protection against them. Such preventive measures include, among other things, the creation and placement of social advertising in the media. A separate area of work is the prevention of the involvement of minors in "digital" crimes.

The creation of a depository of preventive materials will be a support for such activities. It may be formed as early as the second quarter of 2026. The Ministry of Digital Development, the Ministry of Internal Affairs, the Ministry of Economic Development, Roskomnadzor, the Central Bank and a number of other departments have been determined responsible for this.

Another innovation related to prevention is the integration of the module for mandatory notification of citizens about possible crimes into the main mobile applications used for interaction with government agencies, as well as into banking and socially significant applications. The Ministry of Digital Development and the Ministry of Internal Affairs have been instructed to work out this issue by the first quarter of 2027.

The plan is not limited to prevention. Among the technical measures to combat fraudsters is the creation of a single register of addresses of electronic links to the official websites of popular online stores. This will make it possible to increase the effectiveness of the fight against their electronic doubles, which fraudsters use to steal personal information. A single register may be created in the third quarter of 2026 through the efforts of the Ministry of Digital Development, the Ministry of Internal Affairs, the Ministry of Finance, the Federal Tax Service, Roskomnadzor and other government agencies.

Other measures to combat fraudsters technically include developing an algorithm to identify artificial intelligence technology when committing cybercrimes. The Ministry of Digital Development, the Ministry of Internal Affairs, and Roskomnadzor will be looking for such solutions. Completion of the work is scheduled for the first quarter of 2028.

The concept of a state system for combating crimes committed using information and communication technologies was approved in December 2024. This decision was made in accordance with the Presidential Decree on national development goals.
