The III International Forum of Special Economic Zones (SEZ-2025) will be held on September 18 in Nizhny Novgorod.

The organizers are the Ministry of Economic Development of Russia, the Association of Clusters, Technology Parks and SEZs of Russia, the Government of the Nizhny Novgorod Region and the Development Corporation of the Nizhny Novgorod Region.

The forum is dedicated to the 20th anniversary of the development of the institute of special economic zones in Russia and will traditionally become a key international platform for discussing the prospects of the industry. The forum will bring together representatives of business, government and the expert community.

The forum will include negotiations between Russian and foreign investors, presentation of successful cases of Russian SEZs and discussion of new partnership mechanisms in an international format. Special attention will be paid to issues of sustainable development and expansion of global value chains. Since 2025, increasing investment activity is one of the main objectives of the national project "Efficient and Competitive Economy", initiated by Russian President Vladimir Putin.

According to Deputy Minister of Economic Development of the Russian Federation Svyatoslav Sorokin, over two decades special economic zones have proven their worth as a tool for economic modernization.

"Special economic zones have become growth points for dozens of Russian regions. Today, they demonstrate high returns, contributing to the inflow of investment, the creation of jobs and the growth of non-resource exports. The forum in Nizhny Novgorod is an opportunity to sum up the results of 20 years of work with SEZ participants, experts, and representatives of relevant government bodies. I am confident that this work will result in new development vectors that will expand Russia's participation in the global investment agenda," said Svyatoslav Sorokin. Nizhny Novgorod Region Governor Gleb Nikitin noted the importance of the forum for the region.

"For the Nizhny Novgorod Region, holding an international forum is recognition of the region's contribution to the development of investment and industrial infrastructure. Our Nizhny Novgorod SEZ "Kulibin" is also rapidly expanding and filling with residents producing import-substituting products that are in demand on the market. I am confident that the meetings and negotiations that will take place within the framework of the forum will help establish new business connections and will facilitate the launch of new projects," said Gleb Nikitin.

43 projects have passed the Expert Council of the SEZ "Kulibin", another 13 companies are in the process of preparing documentation. Director of the Association of Clusters, Technoparks and SEZs of Russia Mikhail Labudin recalled the growing international role of the forum, which will be held in Nizhny Novgorod.

Today, special economic zones are not only points of local development, but also catalysts for international cooperation and sustainable growth.
