Resolution of July 31, 2025 No. 1138
The territorial bodies of the Social Fund of Russia will consider applications for the use of maternal (family) capital funds and make decisions on them more quickly. The period allotted for this has been halved – from 10 to 5 working days. The decree on this was signed by Prime Minister Mikhail Mishustin.
The new norm was adopted to implement the provisions of the federal law “On additional measures of state support for families with children”, approved by the President in June 2025.
The period for reviewing applications and making decisions on them has also been reduced if the territorial body of the Social Fund of Russia needs to request additional documents. It will be reduced from 20 to 12 working days.
Comment
"It is important that parents have more time for their children, and not for paperwork. We will continue to expand support for families, creating the necessary conditions for them," Mikhail Mishustin noted, commenting on the decision taken at a meeting with deputy prime ministers on August 11.
The maternal (family) capital program has been implemented in Russia since January 1, 2007 and today is part of the national project “Family”.
Maternity (family) capital funds can be used to improve housing conditions, pay for a child’s education, purchase goods and services for children with disabilities, and for other purposes.
Every year, the amount of maternity capital is indexed according to the actual inflation rate. Since February 2025, its amount is more than 690 thousand rubles for the first child, and for the second child and subsequent children – more than 912 thousand rubles.
