Enterprises of small and medium-sized businesses of the North Caucasus Federal District (SCF) increased the volume of bank loans attracted to 5.76 billion rubles using the “umbrella” guarantees of the MSP Corporation in the first half of 2025. This is 6% more than in the same period last year.

According to the results of the first half of the year, thanks to the financial instruments of participants in the national guarantee system, small and medium -sized businesses of the North Caucasus was able to attract 22.3 billion rubles, which is 56% more than in the first six months of 2024. One of the most popular tools was the “umbrella” mechanism of the SME Corporation, which allowed entrepreneurs to attract the necessary funding in the absence or insufficiency of the pledge. And the banks thus received an additional incentive to support local business projects, ”said Alexander Novak, deputy chairman of the Government of the Russian Federation.
The leaders in attracting financing using the mechanism of “umbrella” guarantees were the Stavropol Territory (3.54 billion rubles), the Chechen Republic (0.86 billion rubles) and the Republic of North Ossetia-Alania (0.54 billion rubles), the Kabardino-Balkarian Republic (0.43 billion rubles) and the Republic of Dagestan (0.26 billion rubles). The largest increase in financing with “umbrella” guarantees is noted in the Chechen Republic (+74%), the Stavropol Territory (+24%) and the Republic of North Ossetia – Alania (+13%).
“According to the results of the first half of 2025, in fact, every fourth ruble received by the entrepreneurs of the North Caucasus in the form of borrowed banking financing was obtained using the mechanism of“ umbrella ”guarantees. For the North Caucasus Federal District, special limits of guarantees of the SME Corporation were allocated and there are no restrictions on industries. This year, our “umbrella” guarantees most often used enterprises in the segment of information and communication – compared to the same period last year, growth was more than six times, ”said Alexander Isaevich, General Director of the SME Corporation.
The growth of “umbrella” support was shown by enterprises in the processing segment (92%), services (88%), transportation and storage (40%), agriculture (34%), healthcare and social sphere (51%), culture and sports. In addition to the “umbrella” guarantees of the SME Corporation, the small and medium business of the North Caucasus Federal District, following the results of the first six months of 2025, received more than 8 billion rubles of financial support in the subsidiary of the SME Bank in the form of loans and warranty support. This is three times more than according to the results of the same period a year earlier.
The “umbrella” mechanism involves the provision of guarantees to banks – partners of the MSP Corporation, within the framework of which financial organizations issue loans to entrepreneurs provided by the guarantees of the SME Corporation. Such guarantees cover up to 50% of the bank loan. The amount of one guarantee can reach 1 billion rubles in a period of up to 10 years. The mechanism guarantees the bank the fulfillment of obligations on such a loan, thereby reducing reserves and releasing liquidity for additional lending to the business.
The “umbrella” mechanism of guarantees was launched in 2021 on behalf of the President of Russia and is currently being implemented at the national project “Effective and Competitive Economics”.
