RIO DE JANEIRO, July 29 (Xinhua) — Brazilian President Luiz Inacio Lula da Silva on Monday urged the United States to reconsider proposed 50 percent tariffs on Brazilian goods set to take effect on Aug. 1, refusing to use the country's critical mineral resources as a bargaining chip in trade talks.

Speaking at the opening of a thermal power plant in the southeastern state of Rio de Janeiro, Lula da Silva criticized the tariffs as “sudden and unilateral” and rejected Washington’s proposal to include Brazil’s rare earth minerals in trade talks.

Brazil's president urged the United States to choose the "path of dialogue," noting that "this is what civilized countries do." He said the mineral resources belong to the Brazilian people, "and the people should have the right to enjoy the wealth they can bring, it's as simple as that."

Noting that only 30 percent of Brazil's mineral potential had been explored, L.I. Lula da Silva announced the creation of a commission to conduct a comprehensive analysis of the country's untapped mineral resources.

“We will allow companies to explore, but under our control,” he said, adding that companies that receive exploration permits will need government approval to sell resources or transfer rights to the areas where they lie. –0–
