Its main topics include carbon regulation, the creation of a national system for monitoring climate-active substances, harmonization of approaches to the implementation of national environmental policies of the EAEU, SCO and BRICS states, and others. The forum will also include more than 10 business events dedicated to climate projects and adaptation to climate change, "green" energy, international scientific cooperation, interaction on environmental issues within the framework of integration associations, and other issues. Particular attention will be paid to the implementation of the Sakhalin climate experiment to achieve a carbon balance of greenhouse gas emissions and absorption.
The forum will be attended by the Assistant to the President of the Russian Federation, Special Representative of the President of the Russian Federation on Climate Issues Ruslan Edelgeriev; the Minister of Economic Development of the Russian Federation Maxim Reshetnikov; the Director of the Institute of Global Climate and Ecology named after Academician Yuri Izrael (IGCE) Anna Romanovskaya; representatives of the State Duma of the Federal Assembly of the Russian Federation, the state corporation VEB.RF and the ANO "Agency for Strategic Initiatives to Promote New Projects", as well as representatives of large Russian businesses, the scientific community, development institutions, entrepreneurs and experts from Russia, India, China, South Africa and other countries.
"The forum platform is a great opportunity to exchange experience of effective solutions for implementing low-carbon development measures in the regions. Sakhalin's experience may be in demand by other subjects of the country. The assessment of the Sakhalin climate experiment will help us understand how to further build the Russian system for regulating greenhouse gas emissions. It is important that other subjects of the Russian Federation are actively involved in implementing the Low-Carbon Development Strategy approved by the President," said Maxim Reshetnikov, Minister of Economic Development of Russia.
The forum will also include a meeting of the State Council of the Russian Federation Commission on Investments on the topic of Low-carbon development and climate investment: how to combine ecology and economics, and an extended meeting of the National Hydrogen Union.
In addition, exhibitions of unmanned systems, equipment for hydrogen energy and environmentally friendly transport will be organized on the site of the new Sakhalin-Expo complex at the Pushisty drone port during the event. There will also be a drone race, a fair of paintings by Sakhalin artists, a demonstration of products from Sakhalin Oblast enterprises and various cultural events.
The Ecology situation center will operate, where modern technologies for environmental monitoring and rapid response to environmental situations will be presented. Particular attention will be paid to the use of drones and stationary cameras to identify violations of environmental legislation, including monitoring the state of forests, rivers and the atmosphere.

I am convinced that the Forum will be an important step in integrating the environmental and economic priorities of the Far East into the global climate agenda," said Igor Pavlov, First Deputy CEO of the Roscongress Foundation and Director of the Eastern Economic Forum.
The carbon footprint of the forum will be offset by SIBUR. This will be possible thanks to units from the climate project at the SIBUR-Neftekhim enterprise.
"As part of our long-term cooperation with the Roscongress Foundation, carbon-neutral status has been granted to such events as the St. Petersburg International Economic Forum, the Eastern Economic Forum and others. Reducing the carbon footprint of the "Islands of Sustainable Development: Climate Aspect" forum is an environmentally significant initiative for both the organizer and the region. SIBUR is already working on decarbonizing the Sakhalin Region. For example, SIBUR is helping the region replace outdated elements of the housing and utilities infrastructure with modern energy-efficient polymer solutions. In addition, thanks to SIBUR's carbon units, several enterprises participating in the Sakhalin experiment have already been able to comply with the region's allocated quotas for greenhouse gas emissions," said Ruslan Khairullin, Director of the Engineering and Road Infrastructure Division at SIBUR.
