The Chairman of the Government of the Russian Federation signed the Resolution prepared by the Ministry of Economic Development of Russia on changing the requirements for the list of minimum necessary services provided at road service facilities. From March 1, 2026, at filling stations (AZS) in the right-of-way of highways, it must be possible to use DC charging stations with a capacity of at least 44 kW for electric vehicles.
The changes will affect petrol stations located on public roads of federal, regional, inter-municipal and local significance. The resolution supplements the list of minimum necessary services provided at road service facilities, and also regulates the minimum necessary requirements for the capacity of electric vehicle chargers.
"Over the past three years, there has been a threefold increase in the number of electric vehicles in the country. At the moment, more than 67 thousand "electric trains" have already been registered. Their operation is largely limited to city streets, where the density of electric charging stations is significantly higher than on highways. One of our implemented initiatives was the adjustment of requirements for filling stations in the right-of-way of public roads. Fast charging stations with a capacity of at least 44 kW will appear at new filling stations. This will generally increase the mobility of electric vehicles, the speed of their movement over long distances, and reduce the time required to charge an electric vehicle," commented Deputy Minister of Economic Development of Russia Mikhail Kaminsky.
The work is being carried out within the framework of the implementation of the activities of the federal project “Production of Innovative Transport”, which is part of the new national project “Industrial Support of Transport Mobility”.
