Order dated July 24, 2025 No. 1970-r
The Government Order approved the Concept for the digitalization of apartment buildings until 2030. It will allow synchronizing the efforts of government bodies, developers, resource supplying organizations and management companies, equipment manufacturers and software developers to develop this area.
In Russia, the practice of implementing modern solutions in the housing and utilities sector is gradually expanding. The objectives of the concept are to develop unified approaches in this area, and further develop the Russian digital solutions market. The concept also sets goals for improving the comfort of living in smart apartment buildings through the use of modern technologies,
Another area of work is ensuring the information security of devices and digital systems used in smart homes. For this purpose, it is proposed to formulate standard security requirements both for a single digital environment and for specific devices and systems.
A plan of specific measures to implement the concept will be developed by the Ministry of Digital Development together with the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Energy and other interested departments. The document is to be submitted to the Government within 6 months.
