SHANGHAI, July 26 (Xinhua) — Chinese Premier Li Qiang on Saturday said the international community should pay more attention to the joint governance of artificial intelligence (AI), calling for an early establishment of a global AI governance framework and rules based on broad consensus to guide the development and use of AI.
"China attaches great importance to global AI governance and actively participates in promoting multilateral and bilateral cooperation. We are willing to offer more Chinese solutions to the international community," Li Qiang said at the opening ceremony of the 2025 World Conference on Artificial Intelligence and the High-Level Conference on Global Governance of Artificial Intelligence in Shanghai.
According to him, the Chinese government is proposing to create a global organization for cooperation in the field of AI.
Li Qiang said that areas such as large language models (LLM), multimodal AI models and embodied AI are developing rapidly, driving the dynamic development of AI towards higher efficiency and powerful intelligence.
Li Qiang noted that AI has begun to empower various industries and households, becoming a new engine for economic growth. At the same time, the risks and challenges posed by AI have attracted widespread attention.
There is an urgent need to further build consensus on how to find a balance between development and security, he noted.

The opening ceremony was attended by more than 1,000 officials and representatives from manufacturing organizations, universities and research institutes from China and abroad.
