BEIJING, July 23 (Xinhua) — The share of zero-tariff goods in the Hainan Free Trade Port will increase to 74 percent from 21 percent, according to a press conference held Wednesday.
Deputy head of China's National Development and Reform Commission Wang Changlin announced that the Hainan Free Trade Port will officially launch independent customs operations across the island on December 18, 2025.
Vice Minister of Finance of China Liao Min noted that the number of duty-free items in Hainan will increase from approximately 1,900 to 6,600.
Imported products whose added value after processing on the island reaches at least 30 percent of the original value can be imported for sale in other regions of the country without customs duties. For some products that are currently subject to import bans and restrictions throughout the country, open rules will apply in Hainan.
"We will implement a more effective and targeted approach in terms of supervision and management, which is low in invasiveness and high in efficiency, on zero-tariff goods and easing of trade regulations on goods, so as to ensure the smooth implementation of the opening-up policy," Wang Changlin said. -0-
