On July 14, 2025, an extended meeting of the General and Coordinating Councils of the All-Russian public organization "Business Russia" was held with the Minister of Labor and Social Protection of the Russian Federation Anton Kotyakov, in which the Rector of the State University of Management Vladimir Stroyev took part.
The meeting was devoted to issues of personnel policy, in particular, the solution to the problem of creating conditions for increasing the economic activity of citizens, the transition to a high-wage economy based on improving the quality of jobs and increasing labor productivity, which was set by Vladimir Putin at the St. Petersburg International Economic Forum.
"It is very important that the Russian economy is undergoing a structural transformation. We are experiencing significant changes, including in the labor market: labor relations and forms of employment are changing, and the growing and changing needs of the economy play a significant role in the ability to provide production with labor resources," said Alexey Repik, chairman of Delovaya Rossiya, in his welcoming speech.
Minister of Labor and Social Protection of the Russian Federation Anton Kotyakov spoke about the mechanisms of the national project "Personnel" and presented the results of the first personnel forecast of the economy for the next 5 years. According to him, in the horizon up to 2030, it will be necessary to attract about 10.9 million people to the economy. The main reserve is youth.
According to the head of the Ministry of Labor, a pilot project for individual support of students has already been implemented in 11 regions of Russia, which allows companies to select a promising employee and prepare him for a specific workplace. From the new academic year, the pilot will be scaled up throughout Russia. Work will also continue on free retraining of adult applicants in 360 of the most in-demand professions with subsequent employment. In addition, the national project "Personnel" provides for subsidizing the equipment of a workplace for citizens with disabilities, including veterans of a special military operation, and compensation for employee expenses when moving to another region for employment.
Among the experts who took part in the extended meeting of the General and Coordinating Councils of Delovaya Rossiya were: Deputy Chairman of Delovaya Rossiya Anton Danilov-Danilyan, Head of the Expert Center for Labor Relations and Occupational Safety of Delovaya Rossiya Vitaly Fedin, Chairman of the St. Petersburg Regional Branch of Delovaya Rossiya Dmitry Panov, Head of the Executive Committee of Delovaya Rossiya Nonna Kagramanyan, with whom the Rector of the State University of Management Vladimir Stroyev held a working meeting last week, and other experts.
The participants of the meeting presented their initiatives and specific projects for training personnel in a number of industries, which are already being implemented at the enterprises of the members of "Business Russia", and also proposed formats for systemic interaction between business and government in terms of implementing the national project "Personnel". The participants agreed to continue interaction to develop coordinated solutions and make such meetings regular.
