The meeting participants discussed the development of regional transportation in the Far East and the Arctic, as well as the possibility of acquiring aircraft for subsequent transfer to the unified Far Eastern airline, Aurora, for regional (local) transportation.

The Il-114-300 program is being implemented in accordance with the Russian President's directives on the organization of serial production of the Il-114 aircraft and its engine. The Il-114-300 is designed for regional air transport with a commercial payload of up to 6.8 tons and a passenger capacity of 50-68 passengers, capable of operating in high northern latitudes in both normal and adverse weather conditions.

To date, 336 certification flights have been completed. The primary flight program is complete. The passenger cabin interior has been fully manufactured and installed, and fire and strength tests have been completed. Testing on snow-covered runways, low-temperature tests, and tests in natural icing conditions are planned for the first quarter of this year.

"Therefore, by the time the first aircraft are delivered, we plan to remove all restrictions that could hinder its effective commercial operation," explained Daniil Brenerman, Managing Director of JSC Il.

Following the meeting, Yuri Trutnev instructed the Russian Ministry of Industry and Trade, in conjunction with the Federal Air Transport Agency (Rosaviatsiya), to analyze the key factors determining the production and operating costs of Il-114-300 aircraft and develop a set of measures to reduce them while maintaining required quality and safety standards. Aurora Airlines, the Ministry of Transport, the Federal Air Transport Agency, the Ministry for the Development of the Russian Far East, and the Federal Agency for State Planning (FASU) Vostokgosplan were also instructed to analyze the economics of transportation, taking into account the replacement of retiring aircraft with Il-114-300s on specific routes.

"We need about 20 Il-114-300 aircraft in the Far East to replace the aging An-24/26 aircraft. This will help maintain passenger traffic and, if necessary, increase it. Regarding readiness, our colleagues from the Ministry of Industry and Trade and JSC Ilyushin reported that all major tests have been completed, the aircraft is essentially ready, and deliveries of batches of aircraft to operators in the Far East are scheduled for 2028, taking into account technical production cycles. In 2026, 95 clusters from 43 Russian regions will join the federal "Professionalism" project of the national "Youth and Children" project. They will train specialists in 20 sectors in demand by the country's economy. This was announced by Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov.

"The 'Professionality' federal project allows us to build a system in which specialist training is tailored to the needs of enterprises. Our President, Vladimir Vladimirovich Putin, has called personnel issues fundamental to the country's development. The creation of new 'Professionality' clusters within the framework of the 'Youth and Children' national project is a direct investment in Russia's future. Currently, 506 clusters in 86 regions cover 24 key economic sectors. An additional 95 clusters from 43 Russian regions are expected to join the 'Professionality' project in 2026," emphasized Dmitry Chernyshenko.

As part of the "Professionality" program, employers participate in the development of training programs, provide modern equipment and mentors, and graduates enter production with real competencies and a readiness to begin work immediately.

Clusters will be opened in the following industries: agriculture (14), mechanical engineering (11), transport industry (9), construction industry (8), education (6), mining industry, information technology, light industry, fuel and energy complex, chemical industry (5 clusters each), clinical and preventive medicine, metallurgy, tourism and services (4 clusters each), electrical industry (3), radio electronics (2), rail transport, robotics industry, art and creative industry, electronics industry, forestry industry (one cluster each).

Education Minister Sergei Kravtsov clarified that the presentations of the activity plans for the "Professionality" clusters opening in 2026 and their operational strategies for 2026–2028 will be held in Kaluga on February 26 and 27 at the Federal Technopark for Professional Education. This event will help identify growth areas and areas for improving the clusters' performance.

"The 'Professionalism' project has become a systemic mechanism for transforming secondary vocational education. Thanks to the project, modern workshops are being created in colleges and technical schools, curricula are being updated, and training periods are being shortened. This model of training specialists tailored to specific employer needs has proven itself to be highly effective. Professionalism is legally enshrined as a new form of educational activity, which requires employer participation in the management of educational institutions and the organization of educational activities. From September 1, 2026, all colleges and technical schools across the country will be able to implement it," stated Sergey Kravtsov.

The federal project "Professionalism" was launched in 2022 and aims to align the personnel needs of enterprises with the capabilities of the secondary vocational education system.

Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting on the issue of "Eliminating Administrative Restrictions in the Elimination of the Consequences of Emergencies."

"We have gathered to discuss the issue of emergency response. Unfortunately, emergencies are common in the Far East. These include fires, floods, and other natural disasters. In emergency response situations, executive bodies of constituent entities of the Russian Federation and local governments are faced with the need to comply with certain legal norms that prevent regulatory bodies from effectively implementing the response. This, in turn, leads to an increase in the number of victims, material damage, delays in restoration work, and a decrease in public confidence in government authorities.

The adoption of emergency measures by executive bodies of constituent entities of the Russian Federation in certain situations without the consent of regulatory authorities (Rosleskhoz, Rosprirodnadzor, Rospotrebnadzor, Rostekhnadzor) may entail, among other things, the violation of certain legal norms governing day-to-day activities, as well as create an additional risk of bringing employees of response units and workers of regional emergency services to liability established by the legislation of the Russian Federation.

Following the meeting, Yuri Trutnev instructed the Ministry of Emergency Situations, together with the Ministry for the Development of the Russian Far East, to analyze current legislation and, in conjunction with interested federal ministries and agencies, propose necessary legislative amendments.

"We need to review current legislation. I've been working in the Far East for over ten years, and I always try to visit areas where people's lives and health are at risk, because I believe it's my responsibility. I've seen a lot: burned-out villages, flooded settlements, derailed trains. Often, it was impossible to make timely decisions due to the limitations of current legislation. An interim meeting was held today. We need to address this issue not only within the context of the current emergency situation. For example, with forest fires—when the fire hasn't yet reached a populated area, but the forest is already ablaze, a state of emergency hasn't yet been declared, and homes are at risk of burning. We need to take precautions in advance, not wait until homes burn down. Only one agency can be responsible for taking preventative measures—the Ministry of the Russian Federation for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters. I asked for another analysis. The Ministry of Emergency Situations will handle this in conjunction with relevant ministries and agencies. We will discuss this issue again in more detail," Yuri Trutnev concluded.
